Who to ask for permission?

The authorization for exceptional convoys to circulate is issued by the prefect of the department of the place of departure or of entry into France for exceptional transports coming from abroad.

To obtain this authorization, you must submit a request to the instructing service of the DDE of the relevant department, which processes the request on behalf of the prefect.

 

The authorization may be:

• Permanent individual on a pre-established network

It is up to the tenderer to carry out or have carried out under their responsibility the reconnaissance of the route they wish to take.

 

• Permanent individual on a specific itinerary

This permit allows access to a specific designated motorized section. It is valid between an identified departure point and an identified arrival point. The permit holder must adhere to the instructions of the authorization; failure to do so may result in serious penalties.

 

• Individual voyage on a specific itinerary

The authorization is issued for a specific number of trips to be made within a defined period and concerns a specific itinerary between a starting point and an ending point. When requesting the authorization, all these details must be included in the CERFA form to be completed.

This authorization, nominative, is issued in response to a request. It is granted for a specified duration and/or a limited number of trips depending on the transportation category.

 

Exceptional transport of 1st category

You must possess in your vehicle the national map of exceptional transport routes of the first category. You will also need to carry a circulation prescriptions booklet for highways and the booklet of specific circulation conditions for crossing certain urban areas or particular points.

 

• The permament individual authorization related to all or part of a department's road network

It is issued for a maximum duration of 5 years. It is handed over to the applicant whose company's registered office is located ator, where applicable, from the departmental agency is located in this department or in a neighboring department. When the applicant needs to perform a connection trip, they must submit a connection authorization request to the prefecture.

 

• The permanent individual authorization related to the entire road network

When operating under this authorization, the permit holder may join the network from their starting point in charge or leave it to reach their destination point, at their own responsibility, within a route not exceeding 20 km, connecting via the shortest route to the road network defined on the national route map for exceptional transports of first category, and adhering to all regulations related to heavy vehicle traffic. This authorization is issued for a maximum duration of 5 years.

 

• The permanent individual authorization on a specific route

It is only applicable for a specific entry point and a specific arrival point. It is issued for a fixed duration that cannot exceed 5 years and for an unlimited number of trips.

 

• Permanent individual authorization for travel on a specific itinerary

It is agreed for a specified number of trips to be made within a defined period and concerns a specific itinerary between a starting point and a identified destination.

 

• Connection permits

They can only be issued for a maximum duration that cannot exceed that of the initial permanent individual authorization. They can be either permanent or for a trip.

 

General circulation restrictions

The prohibition applies to all vehicles or road units that have an exceptional nature due to their dimensions and/or weight and do not comply with the regulatory limits.

The movement of exceptional convoys is prohibited on all roads and highways from Saturday or the day before a holiday at 12:00 PM to Monday or the day after the holiday at 6:00 AM. This rule can only be overridden in cases of authorized derogation if there is an absolute necessity, taking into account local circumstances requiring the department prefect to give a favorable opinion.

These restrictions also apply during ice-breaking barrier closures, on certain routes, in snow or icy conditions, or when visibility is poor.

 

Regulatory derogations for highway circulation

The derogation is granted by the prefect to whom the application was submitted.

Exceptional convoys of 1st category may be authorized to circulate on the highways listed on the national route map if their permanent individual authorization specifies so.

It is your responsibility to request the waiver to navigate on the section(s).(s)highway(s)that you wish to borrow from the prefecture of the department of departure of the transport or from the entry department of it for international convoys. You send a copy of the individual authorization request to each of the managers of the relevant authorized sections.

These derogations are not applicable during the following prohibitions:

• from Saturday or the day before a holiday until 12pm to Monday and the day after a holiday at 6am
• during periods and routes of additional restrictions published annually
• in icy conditions with reduced visibilityless than 150mor due to unfavorable weather conditions;
• when the free-flowing traffic on the road exceeds 600 vehicles per hour
• when special works impose traffic restrictions

In order for this circulation to be effective, transportation must have been authorized by an individual permit or a local port authorization.

 

Speed

For exceptional shipments of first category:

• 80km/h on highways
• 60km/h on other roads
• 70km/h on priority roads
• 40km/h in urban areas

Convoy escort

For the first category, assistance is not required.

 

Lighting and signaling

Exceptional convoys and escort vehicles must comply with the prescribed lighting and signaling instructions.

Exceptional convoys must be reported by:

 

• ofrotating lightsorange-colored at the front and rear: 1 for the 1st category
• ofcongestion lights2 white at the bow and 2 red at the stern placed as close as possible to the outermost edge of the overall width of the convoy
• of sidelightsyellow-orange in the front and red or orange at the back, arranged symmetrically on each side of the convoy
• ofcatadioptic devicesorange-colored, arranged on each side of the convoy between the consecutive sidelights so that the distances between the two catadiopters are 4m or more
• ofrectangular panels bearing the inscription "special convoy"Black color letters on a yellow background. These panels must adhere to minimum sizes of 1.20m x 0.40m with the inscription on two lines or 1.90m x 0.25m with the inscription on one line and must be positioned vertically at the bowspecial convoyThey must be visible at night from a minimum distance of 300m. The absence of such a sign may result in legal action.

   

The exceptional convoys whose oversights are exceeding

 

Forward overhang

• if it exceeds 2m, 1 or 2 are neededwhite navigation lightsnbsp;delimiting the overhang and of square panelsat the very end of the loading, facing forward, and one on each side of the overhang;
• If it reaches 5m and for each additional 3m, 2 lights and 2 additional panels are provided on the sides.

Rear overhang

• If it exceeds 1m, 1 or 2 are neededred lightsnbsp;delimiting the overhang and of square panelsat the very end of the load, facing the stern, and one on each side of the overhang
• If it reaches 4m and for any increase of 3m, there are 2 lights and 2 additional square panels on the sides.

Lateral overhang

• it must be indicated by 1rotating fire or exhaust pipeplaced at the end of the median side of the roadway.

Vehicles must drive with low beam headlights on both day and night.
